What happens if a state channel only requires 10 nodes but 100 nodes want to stake on that state channel, how is it decided which nodes are chosen?

The number of nodes required for a state channel is effectively up to a state channel and could fluctuate as a company's bandwidth needs increase or decrease.  Some of this was covered in HyperGraph Hour #23 if you want to find it on YouTube.
